I'm playing with GWX3.0 and in 17.December.1939 thereis no VIIb avaliable yet.
Hmmm. at 1.08.1939 there was one for upgrade in 2 flotilla but lack of renown then, later VIIB dissapears from "upgrade list".WTF?? in wilhelshafen aslo no VIIB but IX is alredy for 9000.
