For NVIDIA users, worth to try IMHO.
Beside known options (V-Sync, debug mode in sim.cfg) You can try with Nvidia Control Panel - there is Maximum pre-rendered frames option (default 3).
Yesterday I change it to 8, and stuttering is almost gone, barely visible, and white, annoying flash every few minutes is completly gone.
Just to try
I have 8800 GT and pre-physix drivers (175.19).
Remember - download NEWEST DRIVERS is not very smart idea, not always, especially for older games
