Perhaps the reason it seems so "normal" is because the population of the US is so large in comparison to the population of Belgium. More people = more sickos, but the percentage is probably not too different.
Edit : Everything "American" gets exaggerated because the country is so large. As of July, 2008 the population of the US is estimated to be 29 times that of the estimated population of Belgium. So if the US has 29 school killings for every one in Belgium, we'd be about even.
