Having nothing better to do, I decided to verify your claim.
If the capitol should be moved to the state that is most populated, then the capitol would be in Springfield, IL.
As of 7/2008 the estimated population of Canada was 33,212,696 and the estimated population of the states that Canada would be joining was 73,002,012.
