The cops will only respond if the
owner of the property calls them (at least here). My wife used to work at a convenience store where the owner routinely parked in the handicapped spot (his only handicap was mental) because he knew he would never get a ticket (unless he called in on himself). I used to see cops drive in and out of the store and never take a second look at his car even when he was carrying boxes of merchandise from the store to his trunk.
I hope it's not that way everywhere.
