US Naval Bases
 
I've been going through the records of the various submarine tenders and recue vessels to build a more historical progression of naval bases. For instance, there were long periods when there were no sub tenders at all in Pearl Harbor, Midway, and Brisbane.

I do have a couple questions for players in general.
Since the sub support ships moved around a fair amount, bases might appear (and worse, disappear) at seemingly random intervals. Is the best way to notfy skippers of impending base changes by means of Flash traffic?
Sometimes, the sub support ships would leave port to lend aid to boats nearby. I am tempted to make the replenishment range of Naval Bases greater if they have replenishment ships present - say 25-50nm if 1-2 ships are present, and 50-150nm if 3+ are present. Does this seem reasonable and useful?

That would be great.

What I like to achieve is to circumnavigate the sh4 world with TMO and RSRD mods installed. Having neutral ports around the globe where replenishment could take place would be great.

You could probably circumnavigate using allied ports.

I'm also collecting records of battleship and carrier movements to make the ships in harbor more historical.

Does anyone know if it matters whether I put parked ships in the NavalBases or HarborTraffic files?
