As far as I remember, jsgme was not available in the years when SH2/DC were at their climax. Therefore most of the D/L mods were to be copied manualy into the specified game folders (usually following the instructions in the readme files). Sometimes you have to edit some text file too, but this should be also intructed in the readme files..
