Are you kidding? The Japanese had amazing subs. Some were faster underwater than the Americna Gato class. Other's were larger and carried up to three floatplanes. Wouldn't you love a sim where you could surface and launch (and fly) floatplanes to get your recon info?
Of course there are also the mini-subs and then the sub-launched kaiten (suicide subs). Commanding the Japanese in SH4 will be more fun than any of the previous games in the series (and that's saying a lot).
The only thing the Japanese did historically that limited their sub force's impact in the war was that they only targeted warships. It was not in the Bushido spirit to attack non-combatants. Attacking hevily escorted warships is not really the best use of a sub force and they naturally suffered for doing so. Still, they managed to sink 2 or 3 of the US's 6 fleet CVs in 1942. They also sank the CA that had just delivered the atomic bomb to tinian. Imagine if they had intercepted that CA a few days earlier.
Japanese torpedoes were also very good, not suffering from the 60% dud rate that American ones did. The Japanese had concentrated back in the 1930's on making the torpedo the centerpiece of their Naval strategy. Air-launched, surface-launched, and sub-launched torpedoes were all of excellant quality and reliability. The most famous of these was the "long-lance" employed on surface ships but other Japanese torpedoes were just as spectacular.
As for finding targets, well, I think you would have targets a plenty if you were willing to go after non-combat ships like tankers and cargo ships. All of those bases the US captured during the war had to be resupplied you know.
