Having PM'd a long-term member from my friends list who served on nukes, he responded that on the way to the surface in heavy seas, the motion can be detected at 200 feet...particularly when perpendicular to or abeam the current. It can be masked if the sub is moving fast but readily becomes apparent when slowing for periscope depth. If serious rolling is at or above 150 ft, stowing and tying down loose gear is essential.
