Anyone who is commissioned as an officer was commissioned as an act of congress so there is nothing special about him in that respect.Congress also approves the promotions of officers.
A senator or congressmen must nominate you or you must get nominated from the enlisted corps neither of those require an act of congress.
My brother is a Major in the Marine Corps I recall seeing his commission papers for second lieutenant they where signed by Clinton but it said something in there about congress appointing my brother a 2nd Lt he went through college ROTC.
