They can be considered to be particularly harsh and oppressive to those living on welfare state benefits.

Hey...no prob I admit at first reading I was a tad confused but it eventually sunk in :DL

These punitive measures tend to impact on those least able to afford it.....those who live in rented properties located in streets and roads where the front and rear doors open directly onto footpaths and rear lanes with a public right of way requirement.

Those in a better financial position tend to have properties with drives and gardens....places where the only right of way belongs to the property owner, private property being a key word....you can do what you want within its confines provided are not committing a criminal act.
