You can change stations ingame, however any scripted program on a station you were not listening to at the time it was supposed to air will begin whenever you do switch to that channel, and then any programs that are supposed to play after it. In short, it backlogs the scripted events. It's one of the quirks in the radio. I don't want to call it a bug because there may be people out there who like that it does that. I don't, but that's just me.

RSM is primarily for the problem of saving a game in the middle of a patrol, and the radio replaying all the scripted programs you already heard when you resume the patrol. It also helps greatly in creating new stations.
