Oh beleive me, ive thought of RWR in general.

A radar operator could detect when other radar was around by interference he would get. (ive read this in several accounts). When approaching a target with radar, the subs radar would typically be switched off, and only switched on in very short, deliberate checks for bearing and range, and then shut off again.

A short ranged RWR would fill in NICELY for that. However, im not sure about this sensor in general and if it even works in SH4, or even if the RWR sensors exist. Ive glossed over it breifly, but not throughly. Truthfully, i dont recall RWR working for the AI in Sh3, did it? Anyway, the idea has been something on the back burner.

I dunno. In my paranoid way, I've noticed that if I cruise with radar on a lot on IV, I attract more planes...but it might be perception rather than actuality.
