With. For that matter, my post applies to any install. If one wants the night vision to work with an above 8k env., one must use one of those two files.
Or take the nv code from it via hex editing and apply it to an envsim file they want to use.

Just to be clear regarding the nv fix, do not use the envsim file included in Stiebler's patch.
If you want to use his envsim file with nv instead of H.sie's, only use the Stiebler envsim file from the NYGM site here.
In short, to have nv use either:
-The envsim file included in H.sie's patch.
or
-The envsim file from Stiebler found here. #10 on the list.
These are the only two envsim files coded for the nv patch to work correctly and either one is required for it to work correctly. One must also enable the nv patch in the options selector used with H.sie's and/or Stiebler's mods.

Absolutely. Furthermore you can adjust the NV in Hsie.ini file to your liking.
Decreasing value = less night vision for your crew.

So if I am understanding correctly do I need to replace the envsim file in FiFi enhancement mod with the one from the NYGM page?

No; both files are the same file. In other words, Fifi already took care of it for a player by including it in his excellent mod.
