Fuel flow question

Has anyone figured where the fuel flow controls for different speeds reside?
I'm not trying to change them. I'd just like to set up a little excel spread sheet as a reference. Getting the Nav officer to tell me is getting wearisome and his reports can range from 6607 to 11005 within moments.

I know weather and sea state can make a difference, but where did the Devs. put the logic? If anyone has seen it please let us know.

I think fuel consumption is based primarly on how many RPM's the engines are running at.

Now how the rate of consumption increases from 100 to say 300 RPM's is anyones guess.
