Greets,

Can anyone please point me to a (free) sound file editor I can use with the game sound files? I find the volume a bit high on some modded sound files (IE: The diving sound in GW 1.1 is set waaay too high .... I don't need to wake the whole county up when i am diving, thank you), and would like to lower the volume... needless to say I am CLUELESS when it comes to sound files.

You already have one. Windows sound recorder will do the job fine.

Otherwise use TT's MiniTweaker and open the sh3.sdl file, this is SH3's audio mixer, you can run through the list till you find the correct one (If I remember correctly there are 2 instances called Submarine Dive & Dive Sequence, which one does what I'm not sure but the line also shows the associated wav file!). The types to look for (for changing the sound volume) are "Volume", MinRadius (how close to hear sound), MaxRadius (how far the sound travells). Backup the file first (just in case of blunder), note that these sounds are for the FX (wav) not the speech (ogg).
