Harbour Traffic

Now this might jut be me but am getting a bit miffed about it (early war years) you go harbour bashing you find some nice targets and you take them out.they sink, you go back say 12-20 weeks later and they are afloat no way surlely if you sink a ship she either should not be there or still sunk not sitting prity afloat as if nothing has happened is there a way so once I sink a ship she either does not appear again or she stays sunk?
