How do I install mods?

Well, I read a bunch of posts and everyone seems to like the Harbor Traffic mod, so I downloaded it, but I can't figure out how to install it to make it work. Sorry if I sound stupid, but I'm new here so forgive my ignorance. Also, I went to the site with all the mods, and there doesn't seem to be any author's description telling you the details of what each mod is all about, so it's like you just have to download it and figure it out from there, rather than really knowing if you want it before you download it. Am I missing something here? Thanks!

You could use JSGME, the mod enabler:

Well, u-boot.realsimulation.com is anything but user-friendly. You can use the Search feature to find out the details. If you for example want to know what AAupmod3.zip is, click Search on the main page and type in the full archive name or parts of it.
