Help needed - Looking for More Roster Files

Does anyone know where I can find roster files for these countries? I don't mean the flags... I mean the actual Roster files:

Albania
Croatia
Czechia
Estonia
Hungary
Latvia
Lithuania
Panama
Slovakia


I know there's a mod out there with these files. I downloaded it once, but now I just can't seem to find it anywhere.
