usually you have a readme file that comes with it, or use the Generic Mod Enabler by Jaesen Jones, i think it can be found on the SH3 downloads.

Get JSGME (JoneSoft Generic Mod Enabler), read it's "Readme", and then load your particular mod into it's "Mod" folder. The JSGME "Readme" will tell you what to do with the mod after you download it.

Always always ALWAYS read the readme files. That can't be stressed enough... ALWAYS!
