Is there a mod called sub files "storm conditions" modfier, if so, can you please tell me were you can fine it.

I haven´t heard of such a mod. There is "Bad weather guns", install it and you can use the deck gun and the flak in any weather condition. You can get it here:

Unpack it to your main SH3 dir.

Or change the StormConditions value in every data\submarine\<subname>\nss*.cfg file. You can open the file with any text editor.
