Go search for timetraveller inspector tool. Gimme a moment, I'll try and link you up... :)

Here it is, timetraveller's SH3 Inspector (http://www.delraydepot.com/tt/sh3sdk.htm#inspector) tool. It can change DC's, HH's, and lots of other fun things...
And don't forget to try timetraveller's SH3 Analyzer (http://www.delraydepot.com/tt/sh3sdk.htm#analyzer) tool. This is what you are looking for if you are trying to gain easy access to those .sim, .val, or .dat files.

I have the tool (great tool) but just need to locate the file it actually changes. Its so I can change it and add it to the mod pack.

When you use the inspector tool, I believe it creates a backup file. If that's the case, just locate the backup file and then you'll know which file was alterred.
