Some of the programs I downloaded for SH3 doesn't work. When I try to open the file after download it says it is not a windows program. Example: The file to extend the T2 torpedo to 5000m. What's the deal?

You probably need to download and install Winrar and 7Z. Google them and then right click on the file and choose one or the other to open them. Good luck

Exactly, "7z" is freeware and something you can't live without if you want to take advantage of the best mods available.
