If I'm not mistaken, you need a hex editor to view those files, from what I've read here.

The Hex Editor is not a specific SH3 tool. Is just a tool that allows you to see some things in the file, and makes possible to change them, but you have to guess the values to change, etc. That's the way that most of the SH3 important projects have been working.
