Do you mean modding the sim or creating a mission, if you mean modding the sim then a lot of what the guys do here isn't from a tutorial as such but from knowledge how these sims work etc.
What is it you want to mod in the sim, you may find it has already been done or is being worked on or can't be done?

Unfortunately it is not simple. It takes a lot of reading to understand how different files affect the game.
