But its not changing the underwater visiblity :(

Just if you want to know, the underwater visibility is stored in the scene.DAT file. There is a setting called "UnderwaterFogEnd." Legitimate values for this setting can range anywhere from 1 to 20, with 1 being opaque, and 20 being translucent. For comparison purposes, RUb uses 4, Default SH3 uses 18, and I personally use 12.
But to make things simple on yourself, you should probably download SH3 Commander 2.3, which in fact will allow you to personally customize your own underwater visibility. Get it here: http://www.beerymod.com/SH3Cmdr23.exe
On the other hand, if you want to use the full-fledged modding tool, visit this site and download the mini tweeker tool, along with all of the file rules: http://www.delraydepot.com/tt/sh3sdk.htm
