How do i put "Latency's" medals in sh4 1.5 wolves of the pacific running TMP 2.5?:timeout::06:

TMO already has a version of CapnScurvy's US Medals Fix in it. Latency's is for the Stock game only, and might cause troubles with TMO, and is basically a copy of CapnScurvy's work. There is not much you can do to "fix" the medal situation in SH4. What exactly are you after with a change to them?
