purchase failure with STEAM

I have been trying to purchase UBOAT on STEAM , it keeps failing on OTP code , been to Bank in case they had my old phone number , everything was up to date , nothing wrong with card , or my details with bank , as anyone had similar probs with STEAM web site.
Reason for trying to purchase UBOAT is due to Silent Hunter5 failing to start thanks to KERNEL32.dll error when trying to connect with ubisoft

Hi.
I managed to purchase UBOAT on steam , but NOT with my two credit cards , my gold VISA card and what used to be called MASTERCARD both failed to purchase UBOAT , even though the bank told me there was nothing wrong with the cards and they had my new mobile number , well they lied , because i was able to purchase with my bank DEBIT card , after umpteen attemps with my credit cards , so i need to get in touch with my bank next time i go into town and give them a piece of my mind about their service failure.
Now i need to learn how to use the UBOAT .
