Most of the Mega-Mods are designed to work with the Gold Edition:
TMO, TMOwTW, RSRD, RFB, GFO, FOTRS-Ultimate, Dark Waters, and others.
Also, most state in their documentation for which SH4 release they are designed.

as to your second question, TMO will work with RSRD and RFB at a minimum. Here again, READ the documentation of both mega mods for direction on how to apply them and in what order.

Is there a Mega Mod for Silent Hunter 4 with the most popular mods like was done for III?

Their "base" version of SH4 is v1.3, which does not take mods too well, since there are so few anymore that will work on v1.3, but their U-Boat Missions Add-On (works only with the Steam version of the game) brings the game up to the "Gold" level. Plus, you get SH3 and SH5 in the package...

If you have to go & get SH3, 4 or 5, Steam would be the go to, to do so...

As Ubi, is so tight wads... they make Scrooge, look down right a spend freak...

As it was, I grabbed that 3 in 1 dealio, a bit back & was the best thing I did.

Even though I already own the DVD legacy versions plus the updates, I've purchased the Collection from Steam in order to continue to assist new players in sorting out the Steam version complexities as to Supermod installation. First on the list will be to get the Corruption Management System playing with the Steam version by editing the CMS .bat files.
