How do I capture US SOF in the mission Hainan Heist?

I'm stuck on this mission, I'm able to sink the hostile sub, but don't know how to capture SOF (special operating forces). I've even enabled show truth and now I know where SOF is and I can destroy them, but I don't know how to capture them. Please help!!!

I've looked at the mission in the mission editor. It says that "capture US SOF" is an aggregate trigger of killing all the SOFs that spawn. There are 2 submarines with inclusion of 100 and one of inclusion of 5, and all of them should launch their own SOF's. The problem is only one sub spawns. Is this mission broken?

I looked a little more into it and it turns out I was wrong: the problem isn't in which submarines spawn, but is actually tied to the patrol boat. The trigger of capturing (killing) SOFs only works if a patrol boat kills an SOF. The problem is that patrol boat just sits there and does nothing even if in close proximity of an SOF. It has no speed or target mode, target platform isn't selected, and a barrier tactic.

I was wrong again. I'm supposed to just kill the SOF, but that ain't working. I'm doing everything right, why can't I complete this mission?
