Can we make flak crew attack boats?

In AI ships flak crew attack both air and surface enemy,however in player's sub flak crew can only attack air unit.What is the mechnisim behind this?Can we make player's flak crew to attack boats as well?

I'd wanted this in SH4. to be able to order Sweep the Decks or just target weapons. Granted, U-boats ain't no battleships but there are times it'd be nice to have that bit extra fire power.
