Will the subsim community have complete access to the source code and/or modding tools for this game down the line?

Because I would love to sink some Japanese shipping with friends in a fleet boat...

Hi Giesemaschine Modding Wolfpack Graphics and the Atlantic Area map is far above my pay grade but if/when the Devs make a Mission Editor ill be all over it like youngsters round the Xmas tree on Christmas morning unwrapping presents.
