Can the U Boat number be changed? because when I change it and play again it resets in data \ cfg \ playersettings.

Yes, AFAIK it's changed in the Options File Editor, with the latest one it'll update all the necessary files to reflect the new number, it'll spam context windows at you asking for confirmation.

Yes, using the Options File Editor, open the editor, go to Ships Journal and open, then click on 'The Uboat's hull number (Note: you have to edit\Documents\SH5\data\cfg\playersettings.cfg file to make the uboat hull number there match the entr above. Find this line: UnitName' to open then double click U-** and enter the new number in the field displayed and accept then also accept all the following popups, then save.
now open Documents\SH5\data\cfg\playersettings.cfg in notebook and change the line UnitName to match your new hull number and save.

You need to change your U-boot hul number in the generic patcher.

It's the same as I do, but when I start the game it is changed to another one in Documents \ SH5 \ data \ cfg \ playersettings.cfg
It does not stay.
