In order to keep my crew from ever getting fatigued, what do I need to change the values too in the .cfg files? I have GWX installed, also is there a way to allow the crew to fire the deck gun/AA guns in all weathers?

There are a bunch of settings in basic.cfg that you have to change, but I would suggest using SH3 Commander. It's kind of a must have, and in the settings you can alter the fatigue as you see fit. It's just a drop-down menu selection there.

You have to go into data/submarine. Then go into each file and find the submarine .cfg file. Set StormConditions=15. Be aware that your deck crew will also never don wet weather gear, even in the harshest conditions.
Good luck!

RE: Deckgun vs Weather:
There is a mod for this and can be found here: http://www.subsim.com/radioroom/downloads.php?do=file&id=391
If you use the mod remember you only enable/disable mods when in port and or out on a single mission.
