The in-game default description for the Los Angeles US sub states it has an anechoic coating yet the game file has the entry AnechoicCoating=FALSE
Some searches don't mention these tiles on LA class, but found one mention of it being used on one Sturgeon which ended service in 1978.
Either the intention is to have the coating and the description is right and vessel file wrong, or the other way around in which case the in-game class description needs correction.

It might be a gameplay choice, with TRUE selected the LA class might be too stealthy for "good" gameplay and, seen as 95% of the game owners probably wouldn't know how to check through .ini files etc to find the mistake, KG might be happy with the description and game files saying different things, who knows?

They were on Flt Ii & Flt III but don't think they were ever retrofitted to Flt I

Anechoic tiles were fitted to all Los Angeles class soon after the introduction of the Flight II boats in the mid-to-late 80s.

So the game is correct that in 1984, we only got Flt I without.

In 1980 the tiles were trialed by USS Batfish, off the top of my head I think an early 688 or two may have also been used as test boats as well, but they weren't "standardized" until quite a bit later, after the Flight IIs started showing up.
If the game is correct, the game vessel picker needs correcting so people will know what they are getting.

Well the boat was textured with anechoic tiles so it seems the intent was for them to be there and work.
