Can't open a .dat file

I want to open the SubsFlag.dat but S3D says :

Aha, tricks. I can not distribute a someone else file, that is intentionally locked for S3D. Anvart will not be happy. But I will tell you how to fix it. :03:

Open the file with Hex editor, go to address: 014f439b, there you will see two bytes: 8701, change 87 with: FA
Now S3D will open the file.
