its been a long time since I modded but im pretty sure its all in the zones.cfg file, its a huge file with damage data for just about everything

be aware though, some game files have incomplete files or errors that mean sometimes no matter what you set damage to, in certain cases it has no "trigger" to use that info to apply it in the game
