As I was watching instructional videos on how to do manual TDC i stumbled upon this video and wow is the realism, suspense and atmosphere amazing in whatever sound mod this guy is using! What mod is it, and where can I get it?

My guess is it is one magnitogorski made for himself, and never released it.
