As promised, I have released the toolkit as open-source, available at:
http://www.file-away.co.uk/bdumanagement.html
(scroll to the bottom of the page).
Version 13 of the Toolkit is available at:
http://www.file-away.co.uk/captainstoolkit.html
Note that dyn removed free access to the dyndns.org system so that the older versions of the toolkit (which relied on this for addressing) no longer function (I was a bit annoyed that they didn't warn me, as I also buy DNS from them, but that's the world we live in!).
Note also, that:-
With this release, I am ceasing work on this project
As the code is GPL, you are free to use it as you wish BUT, you must release any changes back to the community (if you choose to do any public releases, that is).
You can (will need to) run your own postgresql server for the messaging (unless you change the code to use, say, FTP transfers of files).
The current server (which will run for a while) is at bducontrol.ignorelist.com
Lastly, thanks to all who helped develop this, especially the bug reporters.
EFB out.
