It looks like there should be a DLL- or ACT-file which contains a menu editor for SH3. Is there anyone out there with an ancient version where it might exist on? (It can't be found on a DVD bought in 2010 or the steam-version)
It may also be built-in to one of these files, but in that case the file size should differ a lot.

Please, check against my list.

And for very experienced hardcode modders:
Well, I do not know programming but can open a program like "IDA Pro Advanced" to see this in "SH3.exe"... Though I do not understand the code. Does this mean that SH3 has a built-in Menu Editor? Or had it? Or needs an additional ".dll"?

So, Sh3.exe has almost the same algorithm as Sh5.exe
As i do not know programming, i can only suggest to look into Sh5.exe code to see if an editor is built in there... And it is, as i've pointed in the non quoted part of the post above (check it).

As for the list of files... My game copy has the follows:

Hard to tell. There are some differences, but not enough in file size I guess.

However. Try to put the following in your personal main.cfg and run the game.
[DEVELOPING]
MenuEditor=Yes
