Fixing the ghost crew?

how do you stop or fix the ghost crew ? as in transparent?

I thought the fix was to turn off the environmental effects in the graphics options?

From what I understand the settings never really did anything anyway.

well i guess so far that was the problem. havent seen them in any other bad weather yet so i cant tell.
