The man was questioned on the scene but seemed "unable to answer". He was taken in for safekeeping as the authorities feared he might decide to go back into the sea.

Actually in looking at the photo bemusedly, and knowing what kayakers do on the Napa River and SF Bay where the ganja grows tall BBY,:O: I don't see the problem as worthy of police intervention except for no life vest apparent.
