TDC/target box always shown mod?

Hi all, as the title suggests Im looking for a mod or a way to mod the game to make the TDC panel and the target tracker/torpedo controls always shown on the periscope view. Its a little tedious to have to toggle them on each time so having them auto on would be perfect. I figure this is probably something simple, but I dont know where its controlled. If you could point me in the right direction or know a mod that does this already please let me know.
