Help with modding.

I've been trying to tinker around with SH4 and some of the already made mods to try and make them more realistic(IMO at least) and as the title says I need some help. First of how does one change the order that the subs get upgraded? For example if I wanted to make it go straight from a Type II to a Type XII how would I do that? The second one is how do I change the ships from enemy to neutral? I'm aiming to fix the problem with having Norwegian and US ships attacking you in at the start of the war in Op Monsun.

enemy to neutral is easy, you just change the side from 1 to 2 or from 2 to 1

enemy and friendly or allied and axis sides (not sure which it is the game uses) are signified by the number used

as to the way upgrades are scheduled I think that's done through the campaign files but im just trying to make a "semi" educated guess based on how things usually are handled, but its just a guess
