often things like this are a corruption of the mods, mod soup, or corrupted game files.
sometimes stuff just happens no matter how carefull you are so start with my mod soup fix and if that doesn't work replace all your mods with new downloads and confirm you have the right version of RSRDC for RFB so you know the mod files are as they should be, if that doesn't fix it then uninstall and reinstall the game.
if none of these help then it could be a real mod issue but these mods are not known to cause issues so I don't think its mod conflict related

What is your video card? It could be a "horsepower" problem.

It probably doesn't have enough bandwidth to render all of the textures.

true but its fine as long as its only the american ships
could be related to the number of ships its trying to render, do the American ships around you number as high as the enemy?
then again it could be rendering the closest ships only
can you see any pattern to the loss of textures?

try uninstalling career start mod and check then remove rsrdc and check and finally remove rfb and check.
its the only way to know what triggered the situation even if it doesn't explain why it happened.
if you find the mod doing it then replace it with a brand new fresh download of the game.
sometimes downloads get corrupted and not all data is downloaded so that could be it.
also if you used anything other then 7zip to open downloads that could be why the files are corrupted.
winzip and WinRAR and other zip programs might open 7zip files but they often are corrupted in some small way. all mods should only be opened with 7zip to ensure there are no corrupted files when it gets unzipped
