First Grey Wolves Patrol: Where is the Enemy?

I installed the expansion, I installed the colored icons+tails cheat (because I'm too lazy to identify by flag) and I signed up with 2nd Flotilla in 1939.

The first patrol resulted in no enemy encounters. I sailed practically into the port of Cardiff in England and anchored 1 mile from the harbor, which was packed with ships. According to the game, they're all friendly. Any and all ships I encounter on the map are green icons.

What's going on? What do I need to do to start running into red (hostile) ships?

Campaign Start
The stock Silent Hunter III campaign began on September 1, 1939. Historically, U-boats began moving to their wartime patrol areas starting around August 15, 1939, so GWX has advanced the start of the campaign to August 1, 1939 to allow players to reach their historical patrol areas before the war begins.
