Does anyone know what files control the weather class and the probability of any given weather occuring, such as clear, cloudy, and overcast? Also trying to adjust fog.

I'd like to know this myself. The constant exact same weather forecast in SH4 for days on end doesn't seem realistic to me.

All depend of your mods. And donīt use high TC. With a moderate TC and ISE as environment in TMO RSRDC, I have a relative good weather change.

Yes, no high TC is best.
However as stated, sometimes after long periods of high TC the weather seems to get out of sync. Midway to Empire waters for example at 2048x usually will do it.
If my crew doesn't have their rain gear on and it is raining, it is a sign that the weather is out of sync and needs attention. (known bug) Ask for a weather report if your install has that function and compare what it says to the conditions you see.
When this happens I reset the weather, force myself to not sink anything for 24 hours (so I don't have an unfair advantage if it is foggy etc), and resume my patrol.
In a stock game Ctrl+N resets the weather to calm seas, clear skies, & no fog. I do it on the bridge; if no result I go below - F2, and return to the bridge F5 to see if it worked, then go to the Nav map and begin the 24 hour waiting period at no more than 250x.
The mega mods may have a different reset key combo than Ctrl+N.

There are fog adjustments in SCENE.dat. Rain, wind and clouds, etc. also have changeable values there.

I did notice that running RFB the weather didn't change in 12 days, whereas stock 1.5 with just GFO weather has gone from calm to stormy in about the same amount of time.

Run ISP 2.6. It creates some real fine weather for you.

I've had weather 'stick' like everybody else.
I really don't think it has anything to do with mods. In fact, I've had both highly variable weather, and lousy constant weather, in the same patrol.
My suspicion is that the game uses criteria in the campaign files, and they may lack consistency. I haven't felt like delving into RSRDC to check the theory, though.
I play OM+OMEGU with More Frequent Weather Mod from Traveller and have noticed the same: starting patrol at 1st September up to 22nd September I didn't see any cloud, always clean sky. Wind changes from 0 to 15, sea from completely calm to big waves, but always with pretty blue sky. I think it's rather not typical weather at North Atlantic during September.
