I see this one on a lot of mod lists posted here, but I can't seem to find any actual posts or information on it. So my question: what does this mod do? Can somebody put up a brief description?

I found the file on the FTP server and downloaded it, but there's no readme, and I'm not tech savvy enough to figure it out by looking at the files within :nope:
