didnt get the photos to work, altough i talking about the manual targeting system used at 15:43 in this video.

Nothing to worry about.

What you saw is a mod that changes the GUI (interface of the game)
I don't know the mod since I am using the standard GWX GUI.

It looks like OLC Gold from Onelifecrisis.

Plus somebody's Officer Icons mod. I'm not sure where you'd get those.

It's ACM-GUI Reloaded - hsie's Edition v.1.15. I use it playing SH3/GWX and imho it's one of the best gui for SH3. It's deeply modernised version of Onelifecrisis's OLC Gold, with fantastic integrated orders mod including additional icons for orders. I strongly recommend you to try it.
