Cant pull down extra charts in Nav and Periscope

Hey all,
Im playing SH3 w GWX gold and SH3 Commander. Windows 7 platform.
Im not able to access the extra drop down charts on the Nav chart screen, nor am I able to access the flag recognition book in the att periscope screen. Cant figure out why for the life of me. Anyone any ideas?
